lan\u00e7a Programa de Retomada Fiscal"},"content":{"rendered":"<p>A Procuradoria Geral da Fazenda Nacional (PGFN) publicou na data de hoje (01\/10\/2020) a&nbsp;<strong>Portaria 21.562\/2020<\/strong>, que trata do Programa de Retomada Fiscal, que tem o objetivo de auxiliar os devedores na regulariza\u00e7\u00e3o de d\u00e9bitos inscritos na D\u00edvida Ativa da Uni\u00e3o (DAU), no contexto de supera\u00e7\u00e3o da crise econ\u00f4mico-financeira decorrente da pandemia causada pela Covid-19.<\/p>\n<p>O Programa de Retomada Fiscal poder\u00e1 envolver:&nbsp;<\/p>\n<p>I &#8211; a concess\u00e3o de regularidade fiscal, com a expedi\u00e7\u00e3o de certid\u00e3o negativa de d\u00e9bitos (CND) ou positiva com efeito de negativa (CP-EN);<\/p>\n<p>II &#8211; a suspens\u00e3o do registro no Cadastro Informativo de Cr\u00e9ditos n\u00e3o Quitados do Setor P\u00fablico Federal (CADIN) relativo aos d\u00e9bitos administrados pela Procuradoria-Geral da Fazenda Nacional;<\/p>\n<p>III &#8211; a suspens\u00e3o da apresenta\u00e7\u00e3o a protesto de Certid\u00f5es de D\u00edvida Ativa;<\/p>\n<p>IV &#8211; a autoriza\u00e7\u00e3o para susta\u00e7\u00e3o do protesto de Certid\u00e3o de D\u00edvida Ativa j\u00e1 efetivado;<\/p>\n<p>V &#8211; a suspens\u00e3o das execu\u00e7\u00f5es fiscais e dos respectivos pedidos de bloqueio judicial de contas banc\u00e1rias e de execu\u00e7\u00e3o provis\u00f3ria de garantias, inclusive dos leil\u00f5es j\u00e1 designados;<\/p>\n<p>VI &#8211; a suspens\u00e3o dos procedimentos de reconhecimento de responsabilidade previstos na Portaria PGFN n. 948, de 15 de setembro de 2017;<\/p>\n<p>VII &#8211; a suspens\u00e3o dos demais atos de cobran\u00e7a administrativa ou judicial.&nbsp;<\/p>\n<p>S\u00e3o modalidades do Programa:&nbsp;<\/p>\n<ul>\n<li>as modalidades de transa\u00e7\u00e3o extraordin\u00e1ria;<\/li>\n<li>as modalidades de transa\u00e7\u00e3o excepcional;<\/li>\n<li>as modalidades de transa\u00e7\u00e3o para d\u00e9bitos do contencioso tribut\u00e1rio de pequeno valor, considerado aquele cujo valor consolidado da inscri\u00e7\u00e3o em d\u00edvida ativa seja igual ou inferior a 60 (sessenta) sal\u00e1rios-m\u00ednimos;<\/li>\n<li>a possibilidade de celebra\u00e7\u00e3o de transa\u00e7\u00e3o individual;<\/li>\n<li>a possibilidade de celebra\u00e7\u00e3o de Neg\u00f3cio Jur\u00eddico Processual para equacionamento de d\u00e9bitos inscritos.<\/li>\n<\/ul>\n<p>O Programa tamb\u00e9m contemplar\u00e1 uma nova modalidade de acordo de transa\u00e7\u00e3o, destinado \u00e0 renegocia\u00e7\u00e3o de d\u00e9bitos provenientes de opera\u00e7\u00f5es de cr\u00e9ditos rurais e fundi\u00e1rios \u2013 opera\u00e7\u00f5es de cr\u00e9dito rural e de d\u00edvidas contra\u00eddas no \u00e2mbito do Fundo de Terras e da Reforma Agr\u00e1ria e do Acordo de Empr\u00e9stimo 4.147-BR (prevista na Portaria PGFN n\u00ba 21.561, de 30 de setembro de 2020).<\/p>\n<p>Por fim, a Portaria estendeu o prazo para ades\u00e3o \u00e0s modalidades de transa\u00e7\u00e3o at\u00e9 o final do ano (dia 29 de dezembro de 2020).<\/p>\n<p>Hoje (01\/10), \u00e0s 17 horas,&nbsp;haver\u00e1 uma entrevista coletiva virtual para tratar do Programa de Retomada Fiscal, com a participa\u00e7\u00e3o do procurador-geral da Fazenda Nacional, Ricardo Soriano de Alencar; do assessor especial do Minist\u00e9rio da Economia, Guilherme Afif Domingos; al\u00e9m do procurador-geral adjunto de Gest\u00e3o da D\u00edvida Ativa da Uni\u00e3o e do FGTS, Cristiano
